Stamped "Engraving Dept. 1958 Jul 28 PM 2 32." 1955-elected Chicago Mayor Richard J. Daley as Mother Hubbard finds the "tax cupboard" bare after the high federal taxes have taken so much of citizens' income. Demonstrating the difference between Local Needs and Federal Government's control.
